The martingale collar is made with one loop around the dog's neck and a second, "control" loop that attaches to the leash. When the leash is tightened, the control loop pulls the neck loop so that it reduces in diameter, which helps avoid the dog slipping out of the collar. A properly sized martingale will "hit the stops" before getting so tight that it chokes the dog's neck.
